SENATE BILL NO. 56 BY THE SENATE FINANCE COMMITTEE,                                                                             
entitled:                                                                                                                       
                                                                                                                                
          "An Act extending by one year the date the Alaska                                                                     
          coastal management program will be subject to                                                                         
          termination under the statute establishing a procedure                                                                
          for evaluation of agency programs and activities;                                                                     
          providing for an effective date by delaying the                                                                       
          effective date of the repeal of the program; and
